Neither version has any content in the wiki. Both Notion pages are a cover image and a PDF attachment. There is nothing to read without downloading a file.

The Dubai page is archived. Notion reports is_archived: true — it is in the trash, while still being linked from the live Middle East Policies index. Anyone navigating there today follows a link into deleted content. Note the (1) in the filename too, which usually means a second upload sat alongside a first.

What needs deciding

The PDFs stay as the source of truth, so this page's job is to say which document to open and summarise enough that people can find it. Two things block that:

1. The Dubai page is archived. Confirm whether that was deliberate, and if so why the Middle East index still links to it.
2. The (1) suffix on the Dubai filename suggests a second upload beside a first. Establish which governs.

A one-paragraph summary of entitlement per region should also be added here — not to replace the PDF, but so that the most-asked question in any company does not require a download to answer.
